Normally No. 1 signal should be issued when a tropical cyclone is first centred within 800 kilometres of Hong Kong, but the following cases are exceptions to this rule :-
(i) The signal need not be issued if there is a high probability that the tropical cyclone will not affect Hong Kong.
(ii) Issuing of the signal may be delayed until about 24 hours before the earliest expected occurrence of Force 6 winds if the tropical cyclone is weak or slow moving.
