I do not think recognition of BNO has declined after 1997. Japan granted visa-free access on 2001, EU (Schengen Treaty) granted visa-free access on 2006. The number of visa free access countries has increased after the handover. The case is numbers of visa free access countries for both BNO and HKSAR have increased after 1997.
