Reading the article, it sounds more like that these fund will be used for the B77W+A333 which are expected to join Cathay Pacific fleet over the next few years...
As the article suggest how much will be spent each year from 2007 to 2009... So I believe this means the delivery of B77W+A333 and the payment Cathay Pacific have to pay at the delivery of those aircraft...
If the demand is small enough on these routes, I think CX would rather transfer these routes to KA rather buying a couple A320 just to operate those route...
