Since Ensignbus launched the "City Sightseeing" branding on its open-top
sightseeing bus business in 2000, there has been major expansion over
the years and now it's not wrong to say that it have become a wholewide
brand in its own right.

personally, i don't think the Singapore one is part of City Sightseeing

It should be depends on different city, Edinburgh one operates by Lothian, and the Newcastle and Gateshead one operates by Stagecoach Busways

Geeeeeeeeeeez this could be a loooong topic.
Indeed City Sightseeing is a franchise but Ensign would provide all the "backend" support for the services around the planet.  For the case of London, Ensign would franchise out the service to Arriva thus Ensign would provide all the backend support e.g. the choice of vehicles, engineering support etc..
