運輸署建議在現有海洋公園港鐵站對出的 黃竹坑道行人通道上加建上蓋，再連接通往葛量洪醫院的現有行人天橋。會上議員認為應興建一條全新的行人天橋由海洋公園港鐵站直達南風道，以連接葛量洪醫院、黃竹坑醫院及港怡醫院。
