Are T22 and T25 the actual earliest built Titans? Thanks.

no, T1 and T2 were built and licensed before September 1978; T22 and T25 were built in 1979.

I just referred to the list here.
Is there typing mistake on the built date of T1 then?

I think there is a mistake; M1 and T1 and the very last DMS [[2646] were all registered with 'S' in the same year- 1978 and not 1979!
