Is that "9dragons" Kai Tak Airport add-on?

But I wonder how do you made those AI planes available on ground.

Yes. I built the traffic file myself actually, using the AI planes download off avsim.com. It's not difficult to build actually, but the downside (well, not a downside in my view) is you get to see this in some airports:
