當咪錶過鐘後一兩分鐘仍不見有人取車或入錶，即抄～

I'm not sure will this work in Hk, but in WA, if you can proof that the traffic cop intentionally wait @ the meter to catch the violator, then you will have a case of profiling, which is illegal in most US states...(i did nail a traffic cop once by hiding in a corner and took picture of her waiting for the meter to turn red...then I sent the pic to the police dept, the congressman of that district and the Seattle time....)Also, in WA, towing of illegally parked car is illegal....if you see your car being toll, you can call 911 and report it as illegal impound, and the police will "Advice" the towing company to release your car, if they don't do so, you can file lawsuit against the City that you car was impounded and the towing company.
