There's something call Vehicular Homicide in the US, which carries the maximum penalty of about 30 years in some state. I think HK should implement this as the law. It will definitly deter some drivers from DUI.

An similar offence already exists, namely "Dangerous Driving Causing Death". This offence was created in response to the reluctance of juries in the UK in finding defendants who kill by improper driving guilty of manslaughter.
