The major disaster in New Orleans LA are the storm surge between the Mississippi River and Lake Pontchartrain .
The City of N. O. is right located between the lake the river , as you might know that the that is a bowl city sinked below the sea level about 10 feet .and the wind damages are moderate , among the hurricane landfall in the past.
City of Houston is a flood prone area too, but we have a better flood control facility so floodwater can run out of city and keep the storm surge minimum.And compare with Houston and New Orleans ,theres more better public aware and prepareness.
imagine those black people are poor in US, even thought i dont like them, they came to Houston, get the free debit card up to $4,000 to purchase everything, and food stamp and the rest.......they are going to buy tv, buy a dvd player. in US if you are poverty, you do not deserve the entertainment, but just the minimum to keep you alive, this is America.
